Minutes of Regular Scheduled Meeting

Date: November 12, 2013

Council Members Present: All

Council Members Absent: None

Staff Present: Jeff Looney; Jana Taylor

1. CALL TO ORDER; PRAYER AND PLEDGE

Mayor called meeting to order at 6:00pm.  A quorum was declared present.  Joe Kirgan gave invocation.  Kenneth Hughes led pledge to American Flag.  Jana Taylor led pledge to Texas Flag.

2. DISCUSSION AND REPORTING ONLY FOR THE FOLLOWING ITEMS:

• DRAINAGE ORDINANCE AND KEEPING DEBRIS OUT OF CREEKS ON PUBLIC AND PRIVATE PROPERTY – Mayor will plan to have an ordinance drafted by the next regularly scheduled meeting

• THOUSAND OAKS CLEANING DITCHES – Late Spring Early Summer 2014

• MIMS CREEK BRIDGE - Spring

• CULVERT ON ROBINDALE AND SOUTH LOOP - Spring

• SUNSET DRAINAGE CREEK AND POND - Spring

• HOME GRANT PROGRESS – 3 new homes built – homeowners meet with contractors to pick out their design and colors – should start building by January 2014

3. DISCUSSION AND POSSIBLE ACTION ON DECLARING A LOCAL STATE OF DISASTER

County and City will be applying for a grant – William Rogillio will be gathering information and taking care of City application.  Joe Kirgan made motion to approve proclamation that a state of disaster is declared for the City of Fairfield and to allow W. Rogillio to proceed with applying for grant.  Kenneth Hughes seconded.  All voted for.

4. DISCUSSION AND POSSIBLE ACTION ON HOTEL/MOTEL FUNDING REQUEST FROM JASON & DACIE SMITH, EQUESTRIAN EVENT HELD AT TWIN LAKES COVERED ARENA

Jason Smith came before council requesting funding of $30,000.00.  After much discussion, Mayor asked that Jason bring back a breakout of expenses and a budget.  Jerry Don Sanders made motion to table until information requested is received.  Kenneth Hughes seconded.  All voted for.

5. DISCUSSION AND POSSIBLE ACTION ON CITY OF FAIRFIELD CASTING THEIR VOTES IN THE ELECTION OF THE BOARD OF DIRECTORS OF THE FREESTONE CENTRAL APPRAISAL DISTRICT FOR THE 2014-2015 TERM

Jerry Don Sanders made motion to split City of Fairfield’s 74 votes among the 5 listed candidates – 14 votes each (Teresa Vandiver; Craig Dunlap; O.B. “Brownie” Utley III; Sid Fryer and Lovie Whyte) with the extra four votes going to Teresa Vandiver and Craig Dunlap (two each).  Kenneth Hughes seconded.  All voted for.

At 6:45pm Mayor announced that council would convene into Executive Session

6. EXECUTIVE SESSION 

• DISCUSS SECURITY MEASURES – SECTION 551.076

• DISCUSS ECONOMIC DEVELOPMENT – SECTION 551.087

• DISCUSS PERSONNEL MATTERS – SECTION 551.074

DELIBERATE THE APPOINTMENT FOR THE CITY OF FAIRFIELD POLICE DEPARTMENT 

At 7:51pm Mayor announced that council was back in Open Session

7. OPEN SESSION – DISCUSSION AND POSSIBLE ACTION FROM EXECUTIVE SESSION

• DISCUSS SECURITY MEASURES – SECTION 551.076 – No action

• DISCUSS ECONOMIC DEVELOPMENT – SECTION 551.087 – No action

• DISCUSS PERSONNEL MATTERS – SECTION 551.074 

DELIBERATE THE APPOINTMENT FOR THE CITY OF FAIRFIELD POLICE DEPARTMENT 

Linda York made motion to hire Harold Markham, Police Officer effective immediately at an hourly rate of $17.00.  Joe Kirgan seconded.  All voted for.

8. APPROVE MINUTES FROM THE OCTOBER 8, 2013 MEETING

Linda York made motion to approve minutes.  Randy Johnson seconded.  All voted for.

9. APPROVE BILL REGISTER AS OF OCTOBER 31, 2013 AND OTHER RELATED REPORTS

Joe Kirgan made motion to approve bill register and other related reports as presented.  Kenneth Hughes seconded.  All voted for.
